Minister of Agriculture, Forestry and Food Security
Hon. Dr. Joseph Sam Sesay
Dr Sesay was appointed Sierra Leone's Minister of Agriculture, Forestry and Food Security in 2007. During his tenure he has overseen an ambitious programme of reform which has included the ministry's flagship Smallholder Commercialization Programme.
Dr Sesay had previously served with the UN Mission in Liberia (UNMIL) where his portfolio of responsibilities included the Ministry of Agriculture, the Forestry Development Authority, and the Liberia Repatriation, Resettlement and Reintegration Commission (LRRC).
Dr Sesay began his career in the Ministry of Agriculture, Forestry and Food Security (MAFFS) in 1996. He variously served as the Secretary of State (Minister) and the Director of the ministry's Planning, Evaluation, Monitoring and Statistics Division. In 2000, Dr Sesay took up a senior management post in the National Commission for Social Action (NaCSA).
Dr Sesay holds a Doctorate Degree in Development Economics (Academy of Sciences of the former Soviet Union) and an MSc in Agricultural Science and Production Management (Moscow Agricultural Academy). He has been awarded a Post Graduate Diploma in Rural Policy and Project Planning from the Institute of Social Studies, The Hague.
Deputy Minister of Agriculture, Forestry and Food Security
Hon. Ali Badara Mansaray
Mr Mansaray was appointed Deputy Minister in 2007. Prior to joining the ministry he worked with the British Council where he helped coordinate reforms of the Sierra Leone Police and Prisons Service and to draft key chapters of the country's first Poverty Reduction Strategy Paper (PRSP).
Mr Mansaray has an additional 15 years' worth of experience working directly with INGOs and agencies including Caritas (2000-2001), ActionAid Sierra Leone (1991-2000) and GTZ (1986-1991). From 2001 to 2003 he served with the National Commission for Disarmament, Democracy and Reintegration (NCDDR) where he assisted in the reintegration of over 15,000 former fighters.
Mr Mansaray holds an MA in Development Studies (University of East Anglia, UK) and a BSc in Agricultural Education (University of Sierra Leone). He has undertaken postgraduate training in a number of countries including the Leaders in Development course at the John F Kennedy Harvard School of Government (Harvard, USA).

Director of Livestock
Mr. Sorie M. Kamara
Sorie Mohamed Kamara was appointed the Acting Director of Livestock in May 2008.
Mr Kamara began his career with the ministry in 1989 as Programme Officer in the Sierra Leone Work Oxen Programme, assisting in the dissemination of draught animal equipment and technology to smallholder farmers. In 1995 he was appointed Officer in Charge of the Musaia Livestock Station, and in 2004 became the Principal Animal Production Officer with responsibility for animal production activities in the field. He was appointed Deputy Director Animal Production in July 2011.
Mr Kamara holds a Masters degree in Zootechnics from the Agricultural University of Wroclaw, Poland, where he also completed a course in Artificial Insemination and Reproduction Diseases in Cattle. He has also participated in research into animal nutrition with the Wageningen University, Netherlands.
Director of Agricultural Engineering Services
Mr. Harrison K. Tarawali
Mr Tarawali became acting Director of the Agricultural Engineering Division in 2011, having first been appointed Assistant Director in 2007.
Mr Tarawali has over 30 years experience in land, water and agricultural management. From 2002 to 2007 he served as the Provincial Director of Agriculture for the Southern Province of Sierra Leone, and from 1983 to 2002 served as the Principle Land Resources Officer in the same division he now directs. He began his career in the Ministry of Agriculture and Natural Resources in 1980 as part of the Land Resources Survey Project.
Mr Tarawali holds an MSc from the University of East Anglia, UK, and a BA from Njala University College, Sierra Leone. He has undertaken extensive professional training in subjects that include agro-meteorology, crop and weather modelling, land use planning, hydrology, irrigation and water management.
